Ukraine is Europe (UiE) has established a new branch in Canada: Ukraine is Europe Canada (UiE Canada).
This expansion extends the Reintegration Pilot Centers Program to North America by providing:
- Operational coordination of our activities across North America.
- A direct interface with Canadian authorities.
- Structured engagement with the Ukrainian diaspora.
- Adaptation of the Reintegration Center model to the Canadian context.
UiE Canada therefore becomes a key actor in coordinating reintegration pathways between France, Canada, and Ukraine.
Canada is home to one of the largest Ukrainian diasporas in the world. Official statistics illustrate both the scale of this community and its recent growth.
Before the War (2021–2022 data)
- The 2021 Canadian Census recorded 1,258,635 people reporting Ukrainian ancestry.
- This represented 3.5% of Canada’s population.
- Historically, the diaspora has been concentrated in the Prairie provinces: Manitoba, Saskatchewan, and Alberta.
Since the War (2022–2026)
- The Canada-Ukraine Authorization for Emergency Travel (CUAET) program enabled the arrival of more than 200,000 Ukrainians between 2022 and 2024.
- Including arrivals through 2026, approximately 298,000 new arrivals have settled in Canada.
- Canada’s total population of Ukrainian origin is now estimated at approximately 1.4 million people in 2026.
Geographic Distribution
- Most recent arrivals have settled in Ontario, Alberta, and British Columbia.
- The Prairie provinces remain the historical heartland of Ukrainian identity in Canada.
A Large and Well-Organized Diaspora
With approximately 1.4 million people of Ukrainian origin, Canada hosts the second-largest Ukrainian diaspora outside Ukraine. This community benefits from a strong network of associations, cultural institutions, and community organizations.
A Significant Pool of Potential Returnees
Beneficiaries of the CUAET program represent a generally young, active, and highly educated population that may choose to return to Ukraine when security and stability conditions allow.
A Central Role in Reintegration
UiE Canada will:
- Identify candidates for voluntary return;
- Provide pre-return guidance and support;
- Coordinate their socio-economic reintegration with the pilot centers in Ukraine;
- Contribute to strengthening Ukraine’s human capital and demographic stability.
The Reintegration Pilot Program is based on tripartite cooperation.

Preparation for return, together with administrative, social, and cultural support.
Canada
Mobilization of the Ukrainian diaspora, support for Ukrainians living in Canada, institutional partnerships, and identification of potential returnees.
Ukraine
Reintegration through the pilot centers (including the Dnipro center), providing:
- Administrative assistance.
- Psychological support.
- Medical services.
- Vocational training and socio-economic integration.
Every successful return contributes to:
- Territorial cohesion.
- Sustainable reconstruction.
- Demographic stability.
- Ukraine’s economic development.
This program represents a tangible pillar of Franco-Ukrainian and Canadian-Ukrainian cooperation, while carrying a message of hope for the returnees supported throughout their journey home.
